SJR 5 - CRIME VICTIMS RIGHTS CONSTIT AMDMT CHAIRMAN PORTER called upon Senator Dave Donley, sponsor of SJR 5, to present the resolution. Number 0095 SENATOR DAVE DONLEY explained that SJR 5 supported a proposal currently before the United States Congress, which added language to the U.S. Constitution to enumerate rights for crime victims. He noted that committee packets contained copies of that proposal. "The resolution doesn't specify any particular language," he stated. "It just calls on ... the U.S. Congress to act on this issue." CHAIRMAN PORTER asked if there were questions. REPRESENTATIVE JOE GREEN said he thought it was a great idea. Number 0153 CHAIRMAN PORTER commented that "this is very, very close to the constitutional amendment that we dealt with, obviously at a lot greater length, two years ago, and that is now a part of our constitution. Senator Donley was involved in that effort before we even started. And this falls right in line with that and would apply this to the federal cases nationally." REPRESENTATIVE CON BUNDE made a motion that SJR 5 move from committee with individual recommendations. CHAIRMAN PORTER noted the motion and indicated there was a zero fiscal note. He asked if there was an objection. There being no objection, CSSSSJR 5(RLS) moved from the House Judiciary Committee.
